UPO “Gay Alliance Ukraine” assessed its future prospects and possibilities

All-Ukrainian public organization "Gay Alliance Ukraine" developed and approved Strategic Development Plan, which identifies key goals and tasks of the organization until 2018.

Professional strategic goals 

In 2014 our organization will launch the implementation of the set of projects aimed at raising awareness of Ukrainian society about LGBT community, as well as at reducing stigma and discrimination based on sexual orientation and gender identity. Among them conduction of a large-scale sociological Public Opinion Survey on attitudes towards gay, lesbian, bisexual and transgender and long-term awareness campaigns in the top ten regions of Ukraine, which will last until 2016. It is planned to create a Creative Information Center, incorporating both publishing house and video studio that will support a corporate portal, ensure production of informational and educational videos, as well as periodical and occasional publications.

Priority tasks for this period are to attract the attention of the state to the LGBT community issues and to lay the foundation of reforming the state policies in the sphere of countering discrimination based on sexual orientation and gender identity. It is also planned to closely cooperate with liberal towards LGBT politicians and leaders of public opinion and to create a "road map" on improvement of the state policy to overcome homophobia and transphobia in the Ukrainian society.

UPO "Gay Alliance Ukraine" will continue to develop LGBT-pride traditions by conducting annual festival KyivPride, which is intended to promote the formation of non-judgmental attitude towards gay, lesbian, bisexual and transgender. Starting from 2016 forum of heterosexuals for LGBT equality will begin its activities. 

In order to improve immunity of Ukrainian LGBT-movement it is essential to unite representatives from the community with an active civil position and to attract new activists. A working visit of the Ukrainian group of activists to Munich will be help to facilitate experience exchange in the area of legal mechanisms development. In 2014-15 mobilization community centers will be created in three cities of Ukraine. Also development and implementation of the programme "The Public Leader: from informal groups to participation in combating for the rights" is scheduled for the second half of 2014. Furthermore, it is planned to work on the national mobilization programme for LGBT-community.

To improve the state policy on providing services for the most vulnerable to HIV/AIDS groups of population in 2014-16, mobilization projects will be launched in twelve regions of Ukraine. The projects activities will be aimed at development and support of the regional councils, implementation of advocacy activities, as well as conduction of the actions dedicated to World AIDS Day, World Hepatitis Day and World Tuberculosis Day. 

In 2014-15 in order to improve the quality of life for transgender people advanced requirements for sex reassignment will be developed and approved by the State Commission at the Institute of Neurology, Psychiatry and Addiction Sciences of Ukraine. 

In 2014 will start the implementation of a program on HIV prevention among men who have sex with men (MSM) in order to reduce the morbidity rate of HIV and sexually transmitted infections (STI) among vulnerable groups and increase the awareness of treatment in HIV-positive people. In 2016 will be conducted the all-Ukrainian research of positive prevention among Ukrainian MSM, and as the result of the study similar pilot project will be launched in Kyiv. 

In 2015 it is planned to open rehabilitation center for socially vulnerable representatives of LGBT community in Kyiv. In 2017 will be conducted the research that will study the needs of MSM involved into commercial sex. It will be accompanied with the pilot project aimed at social and psychological support of such clients that will be implemented in Kyiv and Odesa. 
 

Financial and Resource Strategy

UPO "Gay Alliance Ukraine" intends to take a number of steps in order to achieve stated goals of LGBT-movement in Ukraine as well as to attract financial support from European and global agencies of international development, Global Fund programs and other major organizations. For the implementation of all the tasks it is planned to expand the premises of the organization.  

Organizational Strategy

Organizational strategy implies building a team of professional project managers, financial managers, HR specialists, lawyers, experts (doctors, psychologists and social workers), local branches representatives, as well as press service professionals, editors and publishers. These tasks will be achieved by creating a separate HR-department, formalizing and improving of the staff recruitment procedures, introducing of the health insurance for full-time employees of the organization. 

UPO "Gay Alliance Ukraine" applies modern European approaches to budgeting, management, monitoring and evaluation, which implies the annual external audits and attraction of the consulting agencies in order to improve the institutional and financial components of the organization.
